It is important to distinguish the procedures put in place by administrations and the laws they intend to apply.
Administrative procedures are usually more complicated than regulations and create additional conditions and delays. The complexity of procedures is often, wrongly, associated with security and thoroughness. However, streamlining procedures, doesn’t require changing the law. It is actually a way to apply the law more efficiently and effectively.
This is the task the Ministry of Finance of Montenegro has set the eRegulations project. By showing administrative practices online, the Montenegro eRegulations Portal will allow a comparison between rules and practices. It will detect and eliminate unnecessary steps, requirements and delays.
Simplification proposals, in particular for business registration, will be discussed in Podgorica before the end of 2017 and will hopefully be implemented in early 2018.
