Investment Facilitation in the country of Gross National Happiness


In 2015 the Government of Bhutan decided to publish investment procedures online for both foreigners and nationals.

However, the procedures described apply only to the capital, Thimphu. Processes are different in other towns where national laws are interpreted and implemented differently.

With the financial support of the Enhanced Integrated Framework (EIF), investment procedures in 9 other towns are being mapped and published on the Bhutan eRegulations portal. Procedures will then be compared and harmonised at the national level.

Gross National Happiness (GNH) is a philosophy as well as an “index” which is used to measure collective happiness in any specific nation. The concept was first mentioned in the Constitution of Bhutan of 18 July 2008.
